We use the past continuous:
1. To talk actions in progress at a specific time in the past
For example: At 7pm yesterday, I was watching TV.
2. To talk about interrupted actions in the past.
For example: I was watching TV when he arrived.
3. To talk about actions happening at the same time.
For example: I was watching TV while he was making dinner.
4. To talk about a repeated action that is annoying.
For example: He was always playing loud music. I hated it.
